Department of Motor Vehicles

The Registration and License Department of Motor Vehicles is under the supervision of the County Clerk and is mandated by NYS statute. The three local offices in Oswego, Fulton and Pulaski handle a variety of transactions including issuance of driver's licenses and permits, license plates and stickers for all types of vehicles including motor boats, trailers and snowmobiles, in-transit temporary permits, re-registrations, transfer of license plates from one vehicle to another in the same class, change of class re-registration, surrenders of license plates and collection of NYS sales tax and fees.

How can I complete my motor vehicle transaction and help to decrease the county tax burden?

Keep your business local. When you choose to conduct business with the Oswego County DMV offices, the county receives 12.7% of most transactions. Regardless of where you do your transaction the fees are all the same, so make your money work harder for you by keeping it in the county! Each year the County Clerk’s Office is able to return over $1.5 million to Oswego County because our citizens and neighbors choose to do business at their local DMV!

Current state legislation is being proposed to increase the county’s percentage from 12.7% to 25%. If this legislation is signed into law by the Governor, the revenue returned to the county will double without changing the fees you already pay!

When I come to your office, what days are the best?

We cannot guarantee you short lines, however, from years of experience, we know which days are typically our busiest. The best times for a walk in transaction would be:

  • Tuesday through Thursday
  • Early morning or mid afternoon
*Please note that the heaviest traffic time is typically during lunch hours from 11:30 am – 2:30 pm
