OSWEGO - The Oswego County Legislature appointed Julie Bell as the new director of the Oswego County Human Resources (HR) Department during its May meeting. Bell takes over for Carol Alnutt who retired at the end of May.
"I am honored to be selected to lead the County's HR Department by the Legislature's Finance and Personnel Committee, and to be unanimously confirmed by the full Legislature," said Bell. "I am excited to bring some new ideas and practices focused on efficiency and professionalism."
"With my 10 years of experience in the County's HR Department and my previous employment with the Oswego City Personnel Office, I believe I have the knowledge and skills most needed to offer a seamless transition of leadership. My professional training and connections to other departments allow me to deliver the highest level of HR services available."
Bell received her Bachelor of Science degree in Business Administration from SUNY Oswego. She held various management-level positions and served as a personnel aide for the City of Oswego before she came to the Oswego County HR Department.
Chairman of the Oswego County Legislature's Finance and Personnel Committee John J. Martino, District 6, offered a ringing endorsement. "Julie is an outstanding choice to lead the HR Department going forward. She has a tremendous amount of experience with Civil Service law and local rules, labor-management relations, policy development and budget processes. Her background has helped her establish sound working relations with other departments heads in the creation and re-classification of positions to help the county run more efficiently."
The Human Resources Department serves as the central administrative personnel agency for approximately 1,000 full-time employees of Oswego County government. It fulfills the mandates of New York State Civil Service for the county, towns, villages and eight school districts within the county. Other department functions include labor relations with five employee unions, employee benefit and payroll administration, workers' compensation plan administration, staff development and training.
